With over 20 years of maritime industry experience, I serve as an expert witness in cases involving vessel damage, regulatory compliance, and marine engineering standards. As Owner and Surveyor at Owen Marine Service LLC, I have experience in two maritime litigation cases, preparing detailed reports on vessel condition, structural damage, and compliance with ABS Rules, SOLAS, MARPOL, and USCG regulations. Conducted independent damage surveys for inland waterway vessels and advised clients on regulatory requirements, drawing on 13 years as a Senior/Principal Surveyor at the American Bureau of Shipping (ABS), where I surveyed tankers, tugs, offshore platforms, and other vessels. Supported NASA’s Pegasus barge for Artemis missions, overseeing shipyard modifications and ensuring compliance with NASA and regulatory standards. As a US Coast Guard-licensed 3rd Assistant Engineer (Unlimited Horsepower, Steam, Motor, Gas Turbine) and holder of a BS in Marine Engineering Systems (ABET-accredited) from the US Merchant Marine Academy, I provide clear, authoritative insights to legal teams, judges, and juries, leveraging experience in vessel new construction, repairs, and regulatory audits.
